The short answer is yes, but I wouldn't.
All condoms have to follow the same minimum quality standards set by the FDA and have pretty much identical quality control tests. So if you get a condom, you know it will be safe. However, the problem comes when we talk about shipping and storage.
Cheap condoms aren't sold in drug stores, so that means you'll be finding them at 2 a.m. behind the counter of the gas station or liquor store. I have never been in either type of store that is temperature controlled. I've also never seen a liquor store/gas station rotate their condom selection. So, it's very likely that your condom will be either old or damaged through fluctuations in heat/cold.
That is opposed to the condoms sold in drug stores, which are usually temperature controlled, and drug stores do regularly rotate their condom stock.
When it comes to condoms it's better to be safe than sorry. If you have no other option, then use a cheap gas station condom. However, if you can avoid it, then you probably shouldn't.
